I have an Excel file with about 400 names and addresses. I would like
to create a map with this data on it.

Can anyone tell me how I can overlay it to a Street Atlas 2005 map?

I don't think you can with 2005.  You might be able to with 2006.  Go
to the forums at http://forums.delorme.com and ask there.

Yep, in 2006 you can have up to 200 entries in the address book.

As Frank said, you can do it in SA2006 which now has an address book that
you can import into. It doesn't have the same import address function that
SA2005 does, it imports only into the address book. It's really a slick
feature, as the address are on the map, and get priority in searches and you
only have to enter the name, not the name,city,st, or name,zip.
Unfortunately as Frank said, it has a 200 record limit.

Due to the above, I recommend you do it in SA2005.
Address book text files just be:
- Comma or tab delimited
- In the format: name,address,city,state,zip,phone
- Less than 50 records
Personally, I don't really like it, because its a big mapnote with all the
data you enter for the record in the mapnote.  If they are bunched together,
it will really cover up the map.
With the new SA2006 address book, all that's on the map is the name you give
the record. With SA2005 or 6 Plus XData, when you import it, you decide what
field is used as the title on the map. The rest of the data is in the
records list on the XData tab.

Note that the 50 record limit is at a time, so you can break up your data to
import it. This limit is probably due to the fact that it's going to
geo-locate each address, so it may take a while. I personally haven't tried
it, but you most likely can import all data groups into the same draw layer
if that's what you want. As they are done separately that should not be an
issue. You can then use this draw file in SA2006. Now to give you more
confusion...I highly suggest you look at SA2006 Plus. It has a feature
called XData which you can directly import from Excel, update in XData, and
then if you want to...export back out to a txt file and import back into
Excel. Once the data is in XData, you can find it, sort by your fields,
select records, route to them and lots of other things.  This may be better
for you if you want to works with the data while in the app. If not, just
use the regular version. In addition, you can still import address to a draw
file in the Plus version (same 50 record limit per import). This is not
available in the regular SA2006 version anymore.

Not without the Lat/Longitude information.

Since it won't take long to simply look them up and set a marker for each
one and then save the file, it's quicker to do it manually.

Of course, if you have the "Plus" version ...

You can import them.  I believe there is a import limit of 50 entries at a
time, so it would take you eight imports to get all of them.
