It's about impossible to tell from your poor photo...you didn't show the
working edge, but it appears to be a crank neck paring chisel used by a
cabinet maker.

Technically, not.  It is a Peck, Stowe and Wilcox offset head corner chisel
made in the 1930's.

But you knew that, right?
