You're right, it's a hoax. My brother told me about this many years ago.
Last year when I got a ticket, I tried it and it didn't work. They never
even sent me the $3.00 check for the overage, either.
They probably know about this little "trick" that people try, and decide to
just keep the overage.

Your best chance of beating the points is through a bond forfieture.
DO NOT SIGN TICKET AND PAY FINE. Call and find the bond for it and
send it in with unsigned ticket. You forfiet the bond when you do not
appear and they keep the money and they are happy 99.9% of the time.
This only works when ticket does not state the appearance is mandated.
The either dismiss it of find you guilty in absence and keep money
either way and the money is what they want anyway. Either way you
never admit guilt yourself.

Oh come on! One's signature on a citation is his promise to appear.
Failure to give such a promise may result in arrest. If you "do the
crime," just "do the time" and move on.
Everybody thinks he can beat the system. Take responsibility for once!
