hot water and level jacks

hello everyone I just bought a  1994 Holiday Rambler Imperial 36 foot from a
private owner and have a couple questions I would ask the owner but cant
reach him. my questions are number 1 the water heater lights and the tank
gets hot but I have no hot water coming from the hot water outlets I was
wondering if maybe the bypass was closed and how do I turn it on, (not sure
what the bypass is for) also does anyone know where I could get an
Electrical  layout the 2/nd problem is my leveling jacks don't turn on.
right on the wall beside the brake pedal is a fuse block with several fuses
and wires , well one of the wires is off just hanging there and I am sure it
belongs there but not sure where it goes so I needed a drawing to try and
correct it. the wire is green thanks for any help anyone can give me.

Until you get hot water flowing you should not be lighting the heater!!
 Most certainly electric if it is so equipped - you will destroy the
heating element.

Bypass valves should be in the input and output lines of the heater.
