Possible to test converters???

Have a 12 volt converter that is acting up that is only on its fourth year!
As of this weekend's outing, the cooling fan is no longer kicking in and it
thermally shuts down. Is it possible to test converters to make sure the
cooling fan circuit is actually OK and it is just the cooling fan on the
blink? Maybe the fans can't be replaced, looks like a basic PC cabinet
cooling fan on the top outside of the converter box. Haven't pulled the
converter out yet. I will disconnect ALL power sources before doing so!

Generic question, yes, but maybe a simple answer is available.....

A voltmeter should tell you if there is power going to the fan.

If so...  Prolly the fan.
If not... Prolly somewhere inside the box (e.g. a rectifier diode)
