If the foam has separated, it is too late to save the situation. This
is the same problem that auto owners have and there is no solution
other than replacement. You can remove the vinyl, scrape the foam off
and glue a new covering onto the backing board. Probably easier to
find new vinyl covered board sans the foam and replace the headliner,
difficult as that is.

I thought about injecting glue through the headliner but as Michael
mentioned the foam is deteriorated. I did remove a small area and verified
this and what a mess this is going to be if replacing is my only option.
Vinyl cover panels may work but trimming around cabinets, appliances, walls,
etc. will be difficult.
