Replacing dump plumbing

Are the slip hub joints able to be separated or are they cemented in
place?  Need to replace my wye connector because of broken tabs and it
looks like the slip hub joints are sealed with something.

If they are slip joints they are probably just stuck, but maybe they are
glued together.
Take a sawzall and cut the "Y" fitting off, near the hubs.
Make sure you don't cut it too short or you will cut the inner piece.
Now take either a high speed grinder or that sawzall and cut the hub in 2
places 180º apart)  so you can get in with a screwdriver and split the hub
in halve to remove it.
When you are cutting the hub, cut a little at a time and make sure you don't
cut into the inner piece or it will leak forever.

If you're talking about the black pipe used for sewage, it's glued. I
cut my black tank piping to put another valve in place, sorta a backup
device. The glue works fast so you want to have stuff cut to the right
length or you'll be doing it again.
