Leveling Jacks Want Go Up?

I have a 98 Pace Arrow that's parked for the winter. I left the jacks down
and when I went to start the MH and drive it around the block the jacks
wouldn't go up.

I can't hear a very faint noise when hitting the jacks up button.

Any ideas will be apprecitated.

I have a 2000 Brounder with Power Gear hydraulic jacks.  I have had this
happen a couple of times.  Both times, releasing the parking brake and
putting it in gear caused the jacks to retract.
