Heater Fan Runs Constantly

Just took possession of a 2002 Saab 9-3 Turbo convertible.  Ran well for a
week.  Today, the heater fan won't shut off, even with the ignition off.
Tried to trouble shoot it but no luck.  Resorted to removing the fuse (#3).

Anyone experience this problem before and have any thoughts as to what could
be wrong?  My apologies if this topic has been discussed.  As a new Saab
owner I am new to this group.

Thanks yaofeng.  Helpful but it looks as if I'm headed for the dealer.
