No, the 'E' in CSE is just higher equipment level, but it depends strongly
on MY. There are even CSE without LPT or full turbo. But from MY 1994 all
CSE had at least LPT or higher AFAIK.
The 'ECO power' naming started from MY 1994, but there were 9000 with LPT
before that. I'm not sure what they were called before MY 1994, hence the
CSE TURBO in the registration document. I Think it was called CSE-S in
some countries?
The name CSI was not used in the UK AFAIK.

Regarding the 9000s
The CS models also had the ecopower engines.
The CSE models had higher standard trim and equipment spec. Probably E for
executive.
