What is the claimed benefit?

I can see some possible usefulness if it were to be installed in a
carb that is prone to icing.

If they are claiming that "vaporizing" the fuel will give more power
and better economy, then the they are blowing smoke.

Here's their claimed benefit:

It's designed to replace the idling adjusting screw for the purpose of
pre-heating the fuel and air mixture.
Normally, as the air and fuel mixture pass through the carburetor, they
create a refrigerating action which obstructs the idling orifice and the
engine stalls. The Jet Heater de-ices this orifice which results in smooth
idling performance. Also, the fuel is more readily vaporized and the ful
mixture is more stable.
The total effect is a smooth idling engine where choking is at a minimum
necessary only for starting. Due to less choking and improved vaporization,
fuel consumption is kept to a minimum.
Faster starting - Better mileage - Smoother running !
