Power steering question

I was working on trying to find the power steering leak on my sold '64
Avanti that I reported yesterday.  It doesn't seem to be leaking today.
Anyhow, the shop manual mentions not tightening the wing nut too tight
(finger tight) because it will clog the vent which I guess is the little
hole in the lid near the stud .  The Avanti parts book shows a gasket and
flat washer under the wing nut, but the '59 - '64 parts book (for '64)
doesn't show a gasket, just a flat washer.  I looked at the completely
original lid on the pump on my '64 Wagonaire and there is no gasket, but the
flat washer has a groove on the bottom.  I assume that is for venting.  I
had a completely flat washer plus a shaped rubber gasket under the wing nut
on the Avanti.  Shouldn't it be the same as the Wagonaire?  Anyhow, I
dremeled a groove in the bottom of the flat washer that was on there.
What's the consensus out there about venting the pump reservoir?

 The PS pump rebuild kits sometimes include  a neat seal for the center
stud that blocks off the vent hole, on an Avanti.  I think it's intended for
use on Fords, with the vent in the dipstick cap.  I use a flat stainless
steel fender washer with a flat neoprene washer under it.  I can tighten the
wing nut without sealing off the vent hole.
