You might be able to cut a circular section with the spline out of a
junk Lark wheel and fit that in place. The machining your talking about
would be way too expensive, besides, any welding would melt the wheel
hub plastic.

My concern would be the strength of the wheel repair You would not
want to be going down the road and have the steering wheel get loose
and fall off. I believe this needs to be done by a proffesional for
that reason. There is a saying about it being more important to be
able to stop than to go. I think steering should be in that saying too!!

I don't really see this as being a cost effective repair. You're
probably better off just finding another good used Avanti steering
wheel. The "spline" as you say is part of the core of the wheel; it's
all one metal piece, repairing it would be difficult and replacing it
would essentially mean recasting the wheel.
