Funny thing, the government wanted to build a dam on the Penobscot
river, but the treaty forbade it as this would stop the tribe from
being able to fish for the critters going up-stream.
They reached a compromise: The dam was built and the government caught
the fish and shipped them up-stream of the dam via road for release so
the tribe could then catch them the old fashioned way.

Somehow I've got no problem believeing that, it sounds like EXACTLY the
kind of stupid solution that only government can come up with.
