WCFB carbs

I would like to know why some WCFBs have a counterweight on the secondaries
and some don't.  Ny '55 Pres coupe does not have this weight, but the '56
Packard Clipper my brother is restoring does.  Both are auto trans cars.  On
Chevys of that era, stick shift cars were equipped with WCFBs, and all had
that weight.
Can anyone tell me the difference?

Betcha' it had something to do with the volume of manifold vacuum
(intake velocity) of the engine in which the carb was applied to.
