I was testing the horn circuit and found the problem. The wire that goes down
the centre of the steering column has over-heated and burn off. I have pulled
the wire out (big mistake) Where does this wire come out of the centre of the
steering column? I now have the entire thing apart and can not make it out .
HELP!

Something is screwed up, IMHO.
That wire carries only enough current to operate the horn relay.
Milleamps going to ground at the horn button area.

Could someone have messed with it before you bought it? (I'm talking
late model cars. What youg got?)

I don' know.  When I took it apart the wire was going down the centre of the
steering column I can not push it back down as far as it came out. There is
about 8" remaining when I try. the wire has cloth insulation.  It came out
really easy. The car is a 64 GT Hawk. I bought a shop manual but the way
things are going I will be  finished the car before it receive the manual.

Power Steering?  On the 56 GH, to replace the horn wire is a 7 hour project.
On all other cars, its 30 min.
Look under the hood, down at the end of your steering column, If there is a
tab with a wire connected to it, it might be similar
to the 56, which requires removing the jacket and disconnecting the steering
colum rod and running a new wire down the center
and connecting it to the isolated coupler that attaches the steering column
to the power steering box.

But before you panic, in the years between 56 and 64 thay might have changed
things.

If you can get your hands on a Service Manual and a Body and Chassis book,
it would make your life easier.

Yes the GT Hawk has power steering. I have a chassis manual which has very
little information on the horn. The wilre is long enough to reach the end of
the steering column but I do not see any tab and no wire attached to a  tab.
The wire looks burnt at a glance but may well be just steering column
lubricant. With closer inspection the wire appears sheared right at the very
end. Its looking like the seven hour project. I have loosened the collar by
the steering box
I have the steering wheel off
I have the turn indicator collar off
I can loosen the two bolts under the dash
What's next?

I want to say that it just comes out the bottom end of the steering box;
look for a little hole.  If you have one try to poke some mechanic's
wire up through; should come out the top of the steering column.  If
that works, just butt splice the real wire onto the mechanics wire and
pull it back down.

good luck,

BTW what Bill is talking about is the Saginaw power steering, I've done
two of those horn wires and would be happy if I never did another.

Thanks everyone. Bill gave me the clues to solve my problem. I finally
looked at the power steering section of the chassis book and found my wire
coming out the end of the gear box. I had previously been looking at the
electrical section. I found the little hole and discovered the wire will not
go down the tube but will go up the tube. I also found the other end  of the
wire that was burnt against the manifold. Yep its a 10 minute job tomorrow
morning and another 10 minute job mounting the battery box. It's another step
closer to getting my safety certificate and my license for the car.  Not all
was wasted, I had to remove the steering wheel anyway to tighten the turn
signal indicator that was flopping around.
