Steering Wheel - Horn Question

Do you have to buy the Horn Contact Plate to get the rubber
insulator that keeps the horn from blowing all the time?

The plate is S.I. part #1641991.

Does it come as one piece, with the insulator?

You sure do.  That's the only way it's available.
