I'm about to sit down sometime in the next two weeks and proceed with
'fixing' several stratches on and underneath the gold/Champagne colored
bumpers on my Outback. My planned process is to take sandpaper and attach
it to the end of a pencil and lightly sand down the surface on and around
the very immediate area of the scratch. At least getting the hard scratch
edges out and getting things smoothed down. Then take finer grit paper
600ish sand again. Then get paint of the exact same color code as the
bumper. Apply that, wet sand, apply more as needed and continue that
process working my way upto 2000-4000 grit paper. When it's ready I plan to
get some Novus #2 plastic polish and go over once more before done.
These scratches aren't deep nor major, but they irk me that they are there.
I want to get this done asap this summer. My question is, what is the color
code for the color of the `00-`04 Outback plastic molding/bumpers? Would
the dealership have this paint or if I knew the color code could I find this
online?

Well I found the color codes, however no automotive paint sites online have
this color for Subaru model year 2001.

Subaru only sells the little bottles of touch-up liquid. If you goto
https://www.paintworldinc.com/ they will sell you a custom mixed spray can
to your match your factory paint code.

Does those little bottles need to be ordered directly from Subaru, or
purchased through the dealer? There isn't enough need for a whole spray
cans worth of paint. Thanks for the link tho.

I think a dealer near me was willing to sell me some.
