high beam indicator and dim low beams

The high beam indicator on my 97 Legacy Wagon stays on when the low
beams are on.  It is not as bright as when the high beams are on.  Also
the low beams don't seem very bright.  Any ideas?

Poor ground on one or both low beam units. The high beam indicator lights
dimly as it's now the ground return path the the headlights.
Find,fix or repair the bad ground

Agree with earlier post. You have a bad electrical ground in your
headlight wiring somewhere. Check wiring where a ground wire may be
screwed down to a rusty area on the car body.
