I'm no expert, I'm afraid. The owners manual refers to it as the wheel
nut tool, but doesn't mention where (or if) it's located in the vehicle.
I'm missing the tool used to remove the wheel nuts so the wheel can be
removed in the case of a puncture.

No - I don't have locking wheel nuts.
I have the jack, and the jack handle, I'm just puzzled why no wheel nut
tool was included.
