98 Subaru Legacy GT, front end shimmy

My 98 Legacy GT AWD has a front end shake at 65MPH. I balanced the
wheels and it made no difference. Any suggestions?

This has often been bad tires for me in other cars.

Exactly what Carl said. What kind of tires are you running? Are they
new? How many miles on them?
