'99 Camry parking brake

hey all, the parking brake on my '99 Camry won't lock into position.  When i
pull it up, the lever doesn't lock in place, but the rear brakes do engage
with it in the up position and they release when it's down.

any help??

The only place where it's held is the brake level in the center
console. That's where I'd start looking. Maybe as simple as a loose
gear.
