1997 Toyota Camry -Ignition switch light always on

1997 Toyota Camry
Ignition switch light always on
This happen/started after full service including change of battery
Service provider refuses to take responsibility
Can it happen unknowingly?
How can it be fixed?

Are the headlights and tail lamps also on at the same time? If not the
delay-off circuit isn't working for some reason. COuldn't find
anything on Autozone's free guide, but you can browse the schematic
diagrams:
