Oxygen sensor issue?

I have a 2001 Taco TRD and my check engine light turned on a few weeks
back. Ive heard that minor things such as a loose gas cap can cause it
(checked that and thats not it). Ive also heard that this can be
caused by an issue with the oxygen sensor. My mechanic says that this
issue is part of a recall and should be taken care by the dealer. My
dealer denied a recall, but said they'd be happy to troubleshoot it (of
course). Any ideas what's up/what could potentially be causing this?
Is there a site that lists past/present recalls?

Where I'm from the emissions would probably still be under warranty.

Aside from that, any Auto Zone, or similar chain will read you the code
right in their parking lot, free.

My 2004 Tachoma engine light came on at about 10,000 miles about 7 months
after purchase.
It was still under warranty and the dealer said it was the oxygen sensor.

I bought a '99 Taco a few months ago, with 70K on the odometer, and the
check engine light came on after filling the gas tank. I took it to the
dealer after the third time it happened and they ran diagnostics on it.
The service writer said that the diagnostics showed it was an air flow
sensor problem and it would cost around $600.00 to replace it. I asked
him why it only happened after filling the tank and he couldn't answer
the question. I decided to stop filling the tank after the first time
the nozzle tripped off. (I had done three trip offs before on all other
vehicles I've owned) The check engine light hasn't came on since then.

BTW, the carfax history showed that this truck has had the oxygen
sensors replaced three times before I bought it.

Your 2001 is OBD II Compliant, you can use a standard over-the-counter code
reader to see what's going on.

My guess is the gas cap is not secured. Actually, WAS not secured. It might
be secured by now, but it takes a while for the Check light to turn off. The
Code Reader does reset all codes, so the light can be turned off immediately
if you don't want to wait.
