question for 1988 Toyota land cruiser

Problem:  When low ratio is selected front diff will not engage but
works in high four wheel drive.

Question:  Is low for front diff engaged purely by selection lever, or
is it engaged electrically over vacuum?

If it's anything like the 4Runner/Hi-Lux Surf, it's by vacuum.  Are the hubs
in Lock position?

I remember reading on an off-road website on how to check the vacuum hoses
on a 4Runner.  I remember the early 90's 4Runner and LC shared the same
engine and drive train, with the possible exception of Diesel engines.  If
you do a search for "88 Toyota Land Cruiser", you might find the link or a
shop manual.

I have a copy of a shop manual in pdf, but I need to look for it on one of
my PCs.
