RAV4 AC

Dear Toyota Enthusiast:
Hi,
My Father is having a problem with 1999 automatic RAV4 Air
Conditioning unit.
The AC seems to work only for 1 or 2 minutes.
The AC has new gas.
When engaging the AC it seems the solenoids activate and after 1 or 2
minutes it disengages.

Does anyone think if this is compressor issue or an electronic
problem?
If electronic problem, what component would be most suspect?

When you say that the AC has "new gas," who put the "new gas" into the
system, what method was used, exactly what type of gas was used, and did the
symptoms change after the gas was installed?

Fast cycling sounds like the system may be over-charged.
