I have some dispute with insurance company and need this info as a
supporting evidence.

So if I make a u-turn with the steering wheel turned all the way left,
what's the distance between the original path and the final path after
u-turn? Assume that after u-turn path is exactly parallel to the
original one, car goes only few miles per hour, etc.

Is such turn radius published anywhere officially?

He is not asking what the radius is, he's asking what the published spec is.

<going out on a limb>
I suggest he attempted a u-turn and hit the curb because he thought the car
should turn in 22 ft, the curb line is 22.25 ft, and the actual turn worked
out to be 23 ft. Because he felt he had a full foot to spare, he slammed the
curb, now wants insurance coverage for the resulting damage. My suspicion is
the insurance company is hanging up on him, and I do not blame them.

He wants the spec to support his contention that the street is wider than
the turning radius, and therefore his leveling of the opposite curb is not
his fault.

They used to put it in the back of the Owner's Manual. But it's not in my
Scion manual... :(

They sometimes report it in reviews of the vehicles. The OP might find
reports on the sites like caranddriver.com.

Google is your friend:
http://www.carsdirect.com/research/specs?cat=6&make=TO&modelid=229&acode=USA90TO
C021A0&year=1999

For the USA, the 1999 Camry with a V6 engine turning radius is 18.4 feet,
17.7 with the 4 cylinder.
