The Congress sets the tax rates, not the President. How can he lower the taxes on 95% of Americans when under the tax RATE cuts for all Americans, by the Congress under Bush has resulted in 49% of ALL American no long paying ANY federal income tax and 34% of those that have income taxes withheld get a refund GREATER than the amount withheld because of the income tax credit?
