The car has a low spongy pedal, which appeared to happen after a panic
stop. There is very good braking power and no leaks. The car has 20K
miles (very low) with old brake fluid. I would like to know the wheel
sequence for bleeding, if I can gravity, pressure or pedal bleed
(limit travel) and if I need to do anything with the ABS, such as a
scanner. Thanks

Maybe one of these Toyota factory manuals is close enough to the 1998
Avalon:

Start farthest away from the master cylinder and work your way closer - RR,
LR, RF, LF
You can use any of the methods you listed although gravity will take the
longest. My preference is to use an old turkey baster to suck out as much
fluid as possible from the master cylinder, then refill with fresh fluid,
then have a helper step on the pedal while you crack open the bleeder
screws, with the helper pumping the pedal after it goes to the floor and you
close the screws, topping off the MC as necessary.
You don't have to do anything with the ABS or need a scanner.
