That would be a laugh. How would you get the bubbles to form? Maybe a wheel
of some sort with large holes drilled in it, half submerged in a reservoir
of bubble bath strapped under the exhaust pipe? That way, the wheel could
spin around, forming bubbles in the holes and then letting em go when they
get up by the exhaust.
You got me thinking now...

Just use a bus or wagon washer pump and some nice thick bubble mix with
a look of wire loop in the end of the tube.
As it pumps up the washer fluid, it will stretch as a skin over the loop
hopefully, and then the gasses will inflate it. Might only work on idle
though otherwise the gases would be going too fast. Hmmm.
