Actually, that's odd, because I've never bought an un-taxed second-hand
car from a dealer when I haven't been required to produce a cover note
or insurance certificate for the dealer to tax the car.

I seem to remember having to supply a insurance certificate on both a new
and an old card bought from a main dealer. I think it depends if there is
tax still left / and or the car is registered to the dealer? Not sure!

Indeed. My wife had to do this in March of this year for her brand new
car.

I have. My current car, I bought from a dealer and the dealer put a years tax
on prior to me picking it up.

I have. Every single time I have bought a second-hand car from a dealer, I
have got them to tax it, and have never had to supply any documentation to
allow them to do it. Tax is completely tranferable, and as long as it's
covered by the dealers trade insurance, the legal requirements are met and
they can tax it.
