Why do prototypes, during testing...

.. have that black stuff stuck to the wings and things, like in this
picture:

and many, many others?

What is it? It usually seems to be covering a properly fitted panel?
Nothing seems to scream "I'm a prototype, sell my pictures to Auto
Express", more than this stuff. I wouldn't be surprised if you get
third-party bodykit manufacturers kitting out readily available cars
with extra body kits/wheels, putting the black stuff on and then
driving round the Nürburgring to see if any journo's fall for it and
print the photos!

It's to try and hide the overall shape and design of the new car.

Indeed, which I've always known.

But what about the other one where it has a device thing attached to the
rear tyre's hub? Measuring the speed or similar?

It rarely seems to be applied such that it would be effective in that
regard though. Take a look at the back of the Mercedes I posted,
there's black all over the back of that, but a lot if it seems flush
to the shape of the car. I figured there was some other reason because
of that.

No, it's particularly to hide specific profile details, trim colours and
things like that.  As the link says "the cladding also hides mild
styling revisions to the ordinary SL, anticipated for production in the
new year."
