58 Focus hatchback: towbar + rear impact bar

Just had one fitted by a mobile service recommended
by my local ford garage, who don't fit towbars.
 He called to say he had finished, and when I arrived,
he opened my boot to show me a heavy steel bar. He
said it was the rear impact bar, and "you have to take it
off to fit a towbar".  Can anyone confirm this?

Seems a bit odd. I thought manufacturers today already put the holes in
place for towbar kits.

For a bit over a decade, towbars have had to be EC approved - which
includes using only the manufacturer-approved attachment points.

Doesn't mean, of course, that the manufacturer-approved attachments can't
require something to be removed...

A quick Google suggests that others have seen the same thing - things
like 'you can throw away the crash bar that you had to remove, or keep it
for if you ever take the towbar off'.

Looks Kosher to me. I'd guess the towbar fits onto the same necessarily
sturdy bolt holes that the impact bar used to use, and does much the same
job.

It's entirely normal for VAG cars. Scirocco, Golf, Ibiza, A3, Leon have
all been like that. The towbar replaces the crash bar behind the bumper.
It's usually a good bit heftier too.
