A van has been parked for some time on a private service road near me.
Unusual for a van to park there for so long.

Where do I report my suspicions? Can I checl if the van has been
registered stolen?  If possible I don't want to go to the police and then
find it's not stolen and look like some troublemaker.

What is suspicious about it? Does it have a valid tax disc?
Is it illegally parked or blocking anything?
