Yes, it is somewhat arbitrary, but given that the vast majority abide by it, it's a lot more sensible to drive on the left than argue that it's exactly the same if you drive on the right...

Everyone is in lane two, as it MUST be the faster lane. So i just undertake them all, without fail, every day.

Yep, it was the same on the M4 earlier by me, only 2 lanes, and a car overtakes me and no-one in front and they stay in the right lane. I remember once I was doing 80 in the left lane, at night, and there was a car in the right lane (M4) and there was no-one in the left lane to overtake. I was catching up with them, so I undertaked them, and guess what as soon as I did that they moved back in.
