Has anyone noticed driving trends changing with the high price of fuel

There is obviously no explicitly stated minimum speed for all motorways but driving too slowly could easily be grounds for a charge of driving without due care and attention

Prohibited vehicles. Motorways MUST NOT be used by pedestrians, holders of provisional motorcycle or car licences, riders of motorcycles under 50 cc, cyclists, horse riders, certain slow-moving vehicles and those carrying oversized loads (except by special permission), agricultural vehicles, and powered wheelchairs/powered mobility scooters (see Rules 36-46 incl).

I was merely replying to your statement that you couldn't find any documentary evidence of what vehicles were barred from motorways.

Those vehicles which are banned are clearly listed in the HC (and this thread) - and there's no mention of a minimum top speed of 50mph. The nearest there is is "certain slow-moving vehicles", without actually reading the laws referenced by HC.

The vehicles which are allowed are listed in HA 1980 sch 4:
(v) in the case of a motor vehicle, that it is so constructed as to be capable of attaining a speed of 25 miles per hour on the level under its own power, when unladen and not drawing a trailer.

I'm going on what was the last "Motorway Sign" I saw which listed who couldn't go on motorways and was placed at the start of the sliproad at Goole.

But I think a vehicle must be able to exceed 30mph and not be in a prohibited class, or something similar.
