Tow damage caused by council parking control unit

A couple of days ago my car was towed away and impounded by a London
parking control unit.
However, after collecting my car from the pound I noticed damage to
the paintwork around the front wheel area, the moulded area around the
radiator grill is cracked and the radiator grill is broken.
Does anyone know the best way of recovering money from the council to
fix the damage?

Best of luck ...

Given the inevitability of "It was OK before you towed it away", "No, it
must have been previously damaged, our men are very careful" ... you might
like to shortcut and go straight to a solicitor's letter.

I bet it doesn't stick though - unless you have some evidence.
