Mobility scooters?

If a driver got banned from driving,for say...DD, would there be
anything to stop him driving a Mobility scooter during the ban?
A driving test is not required to drive a M/scooter,so I assume
that the law can't touch you?
Is this a loophole or what?....Anyone know?

My mate has had one since his stroke and he is drink driving banned.

I don't know,I wasn't driving a scooter,did you actually witness this
