Is there some way to fix this without removing the instrument panel?
Please tell me there is.

It depends on the make and model of your car.

Sorry, it's a 92, 740 Turbo SW.

It could be the sender. It's really very easy to remove the instrument panel
from a 740, just a couple screws and some electrical connectors, but if all
the other gauges are working you probably won't have to. To test, you can
bridge the sender wires at the fuel tank bung and see if the gauge pegs,
just be careful not to bridge the fuel pump wires instead.

My clock is screwed up, too.
