Yeah it sounds like it was one of the ones intended for the police cruiser
market. Volvo police cars are not common in the US, but I do see them from
time to time, and in parts of Europe they're everywhere. They usually have
base trim with turbo motors.

In the UK (and EU I believe) this represents a lower pressure Turbo.
940 GLEs after 1995 (I think) where all LPT (rather than normally
aspirated) and did not mention Turbo or have guages. The GLE's where
slighly more luxurious than the SE's.
Driving the LPT is quite good, although the max power is a little lower,
it has better torque (higher piston compression ratio) and the MPG is
35+ (compared with 24MPG on my SE Turbo) according to another family
member. SE=Sports Edition.
I drove the LPT for a while while sorting a stalling problem and took it
on a 1 hr drive to a job interview, the place was quite far into the
country and the roads were good with lots of overtaking opportunities, I
can say it was much easier to overtake compare to the SE as the power
was instantly there. Turbo lag is not bad on the SE, but compared to a
real high torque car like an older 360 GLE its definately not instant,
even at 2500rpm.
