I need a second remote fob for my XC90 and there are some on Ebay. Do
I need the bar code for these to be re-programmed or can a Volvo
dealership program without?

You should ask your dealer "whether" they will reprogram the chip on
and cut the key for a remote that didn't come from Volvo.

You need the 2 codes to program the remote & you have to match the part
# on the remote as there are different frequency's for each remote & yes
the dealer has to program the remote & key to your car
