A few random thoughts.
The first question I would have would be why a three year old car only
has 20k miles. Have there been any maintenance problems, in a major
accident, etc?
Has all of the required maintenance been performed? Frequent oil
changes?
Have a good Volvo mechanic perform a pre-purchase inspection.

Roadie,,,good questions...I would ( and will...when i select my
v70r ) make sure to run the car fax report, and have the dealer
run the serial number and pull all volvo corp computer records
for the serial number...they can tell you when and what the
dealers did to the car....
cheers

Recently I saw a 240 1990 in perfect condition with 38 thousand kilometers
on it .23 thousand miles on it GENUINE .The old lady who owned it was in a
nursing home and her son and his wife were asking what they should ask for
it .They were doctors gyno and obs and didn't have a clue .The only expence
was repacing the battery evry so often .She had put a small scrape on the
rear door otherwise it was as bought originally .They are out there .
