Strikes me that I read somewhere that Volvo has an add-on kit to put one on.
Check in at www.brickboard.com and I'm sure you'll find the answer.

Under the wiper cowl on the passenger side of the car remove the 2 T-25 Torx
screws gently lift cowl & if there is one you will see if not you can
purchase from your Volvo dealer for a small cost

Is for the New York City Firemen who lost their lives on September 11,2001.
The official count is 343, but there was also a volunteer who lost his life
aiding in the initial rescue efforts. And I will never forget them as long
as I live,
nor should any American.

If it's not there, you can get a convertion kit from volvo..

But there is a problem with the kit that a couple has reported (including
me). The filter in the convertion touches the wiper cowl, and water that
gets under the cowl drips onto the filter, filling the fan-housing and
then it continues to drip into the car. There is a solution, and that is
to shave a little bit of plastic off the cowl.

Great with a filter, but beware if the windows starts fogging up easier :)

They were not standard in '96 in the US, but can be added with a parts
counter kit.  I think that iPd also sells the kit.

I installed one on our '96 soon after we bought it.

Placement is at the air inlet under the plastic cover which is accessed from
the engine bay, just below the windshield wipers.

From the IPD page:

70 series and some 850 models have a pollen filter which protects you
and your passengers from pollutants and pollen entering your climate
controlled environment. A plugged filter will reduce the comfort level
and protection to you and your passengers against airborne
contaminants. The filter should be replaced about every 20,000 miles
for best comfort, however, it depends on conditions in your area.

850 models without a filter can use our replacement element if the
factory accessory kit 9192522 has been installed. If it hasn't we
offer a filter adapter that works great!

850, 70 series    1993-2000    paper filter (10-1/8"x6-5/8")    $24.50
850    1993-97        pollen filter adapter                        $18.25
