1996 Volvo 850 Fuel tank recall.

This is from NHTSA site. Problem is that it covers only some states, but we
up north also have hot summers. Maybe the problem is common to all 1996
Volvos 850 but Volvo (Ford) is playing it down.

Make : VOLVO   Model : 850   Year : 1996
NHTSA CAMPAIGN ID Number : 04V368000  Recall Date : JUL 23, 2004
Component: FUEL SYSTEM, GASOLINE:STORAGE
Potential Number Of Units Affected : 105000
Summary:
ON CERTAIN PASSENGER VEHICLES ORIGINALLY SOLD IN OR CURRENTLY REGISTERED IN
THE STATES OF ALABAMA, ARKANSAS, ARIZONA, CALIFORNIA, FLORIDA, GEORGIA,
HAWAII, LOUISIANA, MISSISSIPPI, NEVADA, NEW MEXICO, NORTH CAROLINA,
OKLAHOMA, SOUTH CAROLINA, TENNESSEE, TEXAS, AND UTAH. AFTER PROLONGED
EXPOSURE TO EXTREME HEAT, THE FUEL TANK MAY DEVELOP SEEPAGE AT THE HEAT
SHIELD ATTACHMENT.
Consequence:
WHEN THIS OCCURS A FUEL ODOR MAY BE PRESENT AND FUEL SEEPAGE IS POSSIBLE.
FUEL LEAKAGE, IN THE PRESENCE OF AN IGNITION SOURCE, COULD RESULT IN A FIRE.
Remedy:
VOLVO WILL INSPECT THE FUEL TANK FOR FUEL SEEPAGE AT THE HEAT SHIELD
ATTACHMENT POINTS . THE FUEL TANK WILL BE REPLACED IF ANY SEEPAGE IS FOUND.
THE MANUFACTURER HAS NOT YET PROVIDED AN OWNER NOTIFICATION SCHEDULE FOR
THIS CAMPAIGN. OWNERS SHOULD CONTACT VOLVO AT 1-800-458-1552.

I replaced the fuel tank, pump and sending unit on my '94 855t in November
of 03, just 8 months before the campaign.  It was replaced for that very
reason: seepage and strong leak.  I know this campaign relates to the 96,
but they are the same car.  What rights do I have, and do you think there
is any way I can recoup all or some of my 1,100 repair bill?

I believe that applies to all years of the 850 for cars that are
registered, or originally sold in "hot" (i.e. southern) states.  If
yours was changed for a leak around the heat shield bolts, then you
should be able to get a refund.
