My '00 V70 won't start. When turning on the ignition to position III,
(all the lights on the front panel turns on as normal when reaching
position II), the start engine just refuses to start. Instead there is
a loud "click" from the engine. The battery voltage is measured to
9.7 V, but I can't seem to recharge it any further (My recharger
indicates the battery is at full capacity). Battery needs replacing,
or should I consider anything else?

Classic dead battery symptoms...  Time for a new one.

Could be shorted cells in the battery or corroded terminals.

Shouldn't voltage be 12-13V?  Anything less than 12 will suggest a dead
battery.

Dead Battery old chum.

The loud "click" will be the starter relay energising - there's probably
just enough in the battery to do that and not much else!

I fear you must either replace the entire engine... or the battery. Check
battery first before replacing engine.
