Anti-submarining protection

I came across the Subject phrase.

From the V70 specifications:

Anti-submarining protection
    Both the front and rear seats feature anti-submarining guards.

Why did they not work:

The Anti-submarining Seats probably tried very hard to work, but being
attached to the car bodies......  down they went, with the ship.
