1987 760 surges when cold

I have a 1987 760 turbo (b230ft engine) that surges when cold and will
sometime stop and then be hard to start.  Any advice would be welcome.

Those are classic symptoms of a dirty throttle body. See

And/or a dirty IAC valve.
