I spoke with a representative at Volvo in the United States.  They have no
record of this Volvo order number.  Either this manual is very rare or
possibly was never officially marketed in the United States.  The
representative with whom I spoke said there was no manual with this number
in their database.  Let me know if you would like it for $40 plus $6
shipping in the U.S.  I would ship overseas to those countries without
prohibitions for the appropriate shipping cost.
