Instrument panel info-dim

1998 V40 (auto)

I find it very difficult to read the information from the various locations
on the instrument panel, particularly in daylight.(greyish background with
small black numbers)

I have turned the dimmer (? rheostat) fully up and whilst there is some
illumination it is not good.

Could it be the dimmer switch failing?

Can the bulbs behind the panel be replaced with brighter ones?

If so how?

I believe the dimmer rheostat only controls panel brightness when the
lights are on, not during the day time.
