I'm guessing it is a horrible metallic screech of gear teeth not quite
engaging when they are spinning. That would be the starter. As cars go, the
740 is not hard to replace the starter on. A DIYer may just clean and
relubricate it, but professionals would just replace it. Some aftermarket
starters work fine, some don't last long at all.

Sounds like someone has stripped the ring gear teeth .I replaced mine on my
Ford taxi along with a new pinion gear (a must do)just to see the driver
trying to start the already running car over and over .It screamed mercy but
the fool kept trying to start the engine which was running .Fords had an
issue with the pinion gear and ring gear wearing out easy due to such abuse
.To replace the ring gear is not easy as its on the auto box which has to be
dropped but the pinion gear is very easy its just on the end of the starter
motor .To stop the person from doing it again after you have fixed it
requires a hammer and axe used in a threatening manner .
